Garment sourcing in India, from tech pack to delivery
Published by Priya Nair · Last updated September 6, 2026
India exported about $16 billion of ready-made garments in FY25 on home-grown cotton. We place knitwear in Tirupur, woven fashion in Delhi-NCR, denim in Ahmedabad and prints in Jaipur, verify certifications at the exact unit, and run three QC checkpoints before you pay the balance. MOQs from 25 pieces at vetted small-batch units, flat-fee pricing, and every export document checked before the container leaves.
What an apparel sourcing agent in India covers
An agent solves the problem that defines Indian apparel: the export base is fragmented across thousands of small and mid-size exporters, spread over specialist cities that each do one thing well. Nobody in Tirupur will make your viscose dress, and nobody in Jaipur will knit your hoodie. Our job starts with putting the product in the right city, then finding the two or three exporters in that city who match your volumes, price and certifications, and staying on their floor until the goods ship.
There are two levels of engagement. Sourcing stops at a validated supplier: shortlist, compared FOB quotes, samples, and an audited factory you contract with directly. Full procurement means we run the order end to end: purchase order follow-up, fabric booking, production monitoring, inspections, documents and freight, with one contact and one invoice. Most first-time India buyers start with sourcing and switch to procurement on the repeat order.
Our 7-step apparel sourcing process
Brief
You send the tech pack, target price, volumes and required certifications. We tell you honestly whether India is the right origin for the product; if it is not, we say so before you spend anything.
Hub match
We map the product to its cluster: knits to Tirupur, wovens to Delhi-NCR, denim to Ahmedabad, woollens to Ludhiana, embellished pieces to Jaipur.
Shortlist and vetting
Two to four exporters per program, each checked for a valid IEC, export track record, real production capacity and the certificates your program claims, verified at the unit, not the group.
Quotes
Compared FOB quotes on identical specifications, benchmarked between units and, when useful, between hubs. You see the spread before choosing.
Sampling
Proto, fit and pre-production samples managed in direct contact with the factory, specifications locked in writing before any deposit.
Production and QC
Prototype inspection, in-production check, and pre-shipment review against your AQL, each closed with a photo report before the next payment.
Shipping
Consolidation, customs and documentation out of Nhava Sheva, Mundra, Chennai or Tuticorin, tracked to your warehouse.
What we source, hub by hub
| Category | Hub | Where to start |
|---|---|---|
| Knitwear, tees, activewear | Tirupur | T-shirt manufacturers |
| Woven fashion and dresses | Delhi-NCR, Jaipur | Dress manufacturers |
| Full clothing range | Multi-hub | Clothing manufacturers |
| Small batches from 25 pcs | Delhi-NCR, Tirupur | Small batch manufacturers |
| Private label programs | All hubs | Private label manufacturers |
| Organic and GOTS programs | Tirupur, Indore | Organic clothing manufacturers |
| Kidswear and babywear | Tirupur, Kerala | Kidswear manufacturers |
| Denim | Ahmedabad | Ask us, program-dependent |
| Woollens and winter knits | Ludhiana | Ask us, seasonal booking |
Fabric sourcing: India’s structural advantage
India is one of the only garment origins where the fiber, the fabric and the garment come from the same country. It is a top-two cotton producer and the world’s largest producer of organic cotton, so a fabric change during development is a phone call to a mill, not an import loop through a third country.
| Fabric | Where it comes from |
|---|---|
| Cotton knits and jersey | Tirupur’s integrated knitting and dyeing belt |
| Synthetics, viscose, embellished fabric | Surat, India’s man-made-fiber capital |
| Suiting and blended wovens | Bhilwara |
| Woollens and acrylic yarn | Ludhiana |
| Denim fabric | Ahmedabad mills |
| Handloom and specialty weaves | Jaipur and the craft belts |
For certified programs, chain of custody starts at the fabric: a GOTS garment needs GOTS fabric from a GOTS-certified dye house. We book the fabric accordingly and keep the transaction certificates on file for your audit trail.
MOQs, prices and lead times
Expect entry MOQs of 25 to 300 pieces per style at small-batch units and 500 to 1,000 at mid-size exporters, sampling in 2 to 3 weeks, and production in 45 to 60 days for most programs. Add ocean freight: roughly 28 to 38 days to the US East Coast, 30 to 35 to the West Coast, 18 to 30 to Northern Europe.
Our own pricing is a flat fee agreed before the project starts, itemized line by line. We take no commission from factories and no hidden margin on your unit price; the FOB quote you see is the FOB quote the factory gave.
Quality control at three checkpoints
India’s fragmentation makes prices attractive and makes factory-to-factory variance real. Supervision on site is not optional here; it is the service.
Prototype inspection
Compliance with specifications, verified before the line starts.
In-production check
Defect detection and correction while the goods are still being made, when a fix costs hours instead of a re-run.
Pre-shipment review
Final AQL inspection and compliance verification before the container leaves, closed with a report you approve before paying the balance.

“Apparel buyers don’t fail on price in India, they fail on picking the wrong city for their product. Match the hub first and half the sourcing risk disappears.”
Certifications and export documents we secure
On the certification side, India has the world’s largest count of GOTS-certified facilities, and OEKO-TEX, SEDEX and BSCI audited factories are common across the main clusters. We verify each certificate at the exact unit sewing your order and keep copies in your project file.
On the paperwork side, an Indian apparel export runs on a fixed document stack, and we check every piece of it:
| Document | Why it matters |
|---|---|
| IEC (Importer-Exporter Code) | Without it the factory cannot legally export at all; we verify it first |
| AEPC registration (RCMC) | The apparel council registration a serious garment exporter carries |
| GST LUT | Keeps the export zero-rated; no Indian tax should appear on your invoice |
| Commercial invoice, packing list, bill of lading | The customs core, checked against the order before departure |
| Certificate of origin | Issued per shipment; your broker needs it at destination |
| Lab test reports | CPSIA for kidswear, OEKO-TEX or GOTS transaction certificates where the program requires them |
Why source garments in India in 2026
Three structural reasons. The fiber is local: fabric and garment come from one country. The compliance bench is the deepest anywhere for certified programs. And since February 2026, Indian apparel enters the United States at an 18% tariff, below competing origins, with an EU agreement concluded and waiting on ratification behind it.
The honest caveat: India’s export base is fragmented, so factory-to-factory variance is real. That is what the audit and the three checkpoints are for, and why every certificate is verified at the unit that actually sews your order.
Can I start with a small test order?
Yes. Small-batch units in Tirupur and Delhi-NCR take 25-to-300-piece styles, which is precisely how we recommend qualifying a new factory before a seasonal program.
Do you work with startups and first-time importers?
Most of our garment clients started exactly there. The process above is the same at 100 pieces and at 10,000; only the factory shortlist changes.
Who owns the supplier relationship?
You do. We disclose the factory’s identity from the shortlist stage, you can visit it, and you contract with it directly if you prefer the sourcing-only engagement.
What happens if an inspection fails?
The goods are reworked at the factory’s cost before the balance is paid, and the root cause goes into the file so the repeat order does not repeat the defect.
